The UAE Media Council has announced a sweeping regulatory update that will reshape the country’s digital advertising and content creation landscape. Beginning February 1, 2026, all advertisers and content creators operating in the UAE will be required to obtain a valid Advertiser Permit before publishing promotional content online.
The new requirement applies broadly to both paid and unpaid promotions, marking a significant shift from earlier frameworks that focused primarily on paid advertising. Social media platforms, websites, blogs, podcasts, and other digital channels all fall under the scope of the regulation. Influencers, freelance creators, brands, agencies, and even individuals promoting products or services without direct payment will be expected to comply.
According to the UAE Media Council, the move is designed to enhance transparency, protect consumers, and ensure that digital content aligns with national values and advertising standards. By standardising advertiser registration, authorities aim to reduce misleading promotions, undisclosed endorsements, and unregulated brand messaging across digital platforms.
Industry experts say the regulation reflects the UAE’s growing focus on professionalising the creator economy. As influencer marketing and user-generated content continue to expand rapidly, the permit system is expected to introduce greater accountability while also giving legitimate creators a clearer legal framework within which to operate.
Advertisers and creators who fail to secure the required permit by the enforcement date may face penalties, including fines or restrictions on publishing promotional material. The Media Council is expected to release further guidance on application procedures, eligibility criteria, and compliance checks in the coming months.
With the February 2026 deadline approaching, stakeholders are being encouraged to review their digital activities early and prepare for registration. The new rule underscores the UAE’s commitment to building a regulated, trustworthy, and globally competitive digital media environment.
