Here is how to unlock and pay your UAE traffic fine!

Have you ever received a ticket and tried to pay it off online only to see it marked as non payable or locked? If you are wondering how to sort this out the problem is likely related to black points and fines associated with your vehicles number plate instead of your driving licence.

To unlock the fine you will need to transfer both the traffic fine and the black points to your driving licence. Once that’s taken care of you can settle the fine and have the black points removed.

Black points are usually recorded on a licence with a maximum limit of 24 points. If a driver exceeds this limit the case is referred to the UAE courts which could result in suspension or confiscation.

The reason your fine shows up as unpayable is because it’s tied, to your vehicles number plate not your licence. Luckily you can resolve this issue online. Here’s how;

Abu Dhabi

Residents of Abu Dhabi can easily resolve this matter using the TAMM app, which serves as the official government services portal for the city. The app is compatible with devices running on Apple, Android and Huawei platforms. Here’s how you can go about it.

  1. Open the TAMM app and log in using your UAE Pass. You’ll find your traffic fines displayed on the homepage.
  2. Click on the payment widget and look for the fine marked with an orange dot indicating that it’s currently not payable.
  3. A notification will appear explaining that the fine cannot be paid at this time as it needs to be transferred to your driving licence. Select ‘Transfer Black Points’.
  4. You’ll be presented with two options; either transfer the black points to your licence or to another traffic profile (TC Number). Choose ‘Transfer to my licence’.
  5. Select the fine or fines that involve black points and then click ‘Next’.
  6. Input the One Time Password (OTP) sent to you via SMS and then tap ‘Verify and Submit’.

After a short wait the black points will be transferred to your licence and the fine will be unlocked. If you opt to transfer the black points from another traffic profile both the points and the fine will be transferred to the individual who was driving your vehicle at the time of the violation.

Ministry of Interior (MOI)

If you reside in Sharjah, Ajman, Fujairah, Umm Al Quwain or Ras Al Khaimah and encounter a similar problem you can use the MOI app (accessible on Apple, Android and Huawei devices) to address it. Here’s a guide on how to do so.

  1. Open the app and sign in using your UAE Pass.
  2. Go to the Services section and scroll down to choose the option to Register black points.
  3. After that you’ll have three search options available for black points.
  4. My fines
  5. Input the TC number of the owner (Traffic Code number)
  6. Input the owners plate number (you will need to provide the owners TC number, plate source, code, type and plate number)

Select the option to transfer the black points click ‘Search’ and select the traffic violation that you wish to transfer to your license.

Dubai

In Dubai if you have a vehicle registered or a non payable fine issued in the emirate you cannot transfer black points online through an app. Instead you should follow these steps:

  • Check which authority issued the fine – either the Dubai Roads and Transport Authority (RTA) or Dubai Police.
  • Based on the authority you will need to visit an RTA Customer Happiness Centre or a Dubai Police Traffic Department.
  • Make sure to bring your Emirates ID and driving licence to complete the process.

Dubai Police Traffic Departments are located at:

  • Al Qusais Police Station
  • Al Barsha
  • Port Rashid

For RTA fines visit one of the following RTA Customer Happiness Centres:

  • Al Barsha
  • Al Kifaf
  • Al Manarah
  • Al Twar
  • Deira
  • Umm Ramool

If you prefer not to go to a centre or police department you can also use the MOI app. However for driving licences issued in Dubai you will need to enter your RTA Number (an eight digit RTA TC Number or traffic file number) to register the black points on your licence.
