The UAE has taken a significant step to ensure the quality and accuracy of Quranic education by banning unlicensed digital platforms from teaching the holy Quran. The General Authority for Islamic Affairs, Endowments, and Zakat issued an advisory on Sunday (June 2), warning UAE citizens and residents about the risks associated with unlicensed digital Quran-teaching services.
Protecting Religious Education
The advisory emphasized the importance of proper religious education to protect the younger generation from incorrect teachings and misinterpretations of the holy Quran. Many individuals offering these services lack the necessary religious education credentials, posing a potential threat to the correct understanding of Islamic teachings and principles.
Call for Vigilance
The authority has been monitoring unlicensed Quran teachers who lure people through promotional advertisements. Parents are urged to be vigilant and report any suspicious or unlicensed teaching activities to the relevant authorities. Engaging with unlicensed religious educators not only risks severe legal penalties but also exposes parents to similar consequences.
Legal Penalties
According to UAE law, anyone teaching the Quran without a proper license or permit faces imprisonment for at least two months or a fine of up to Dh50,000, or both. These penalties are in addition to any more severe penalties stipulated by other laws.
Licensing Requirements
To legally teach the Quran in the UAE, individuals must meet several conditions:
- Be at least 21 years old.
- Have a good conduct record.
- Have no prior convictions for felonies or misdemeanors related to honor or trust unless rehabilitated.
- Prove health fitness for the teaching role.
- Have necessary practical experience and appropriate qualifications.
- Pass a test and personal interview.
- Obtain approval from the competent authorities if not sponsored by the teaching center.
Establishing a Quran Teaching Center
For those looking to establish a Quran teaching center, the following conditions must be met:
- Obtain a license in accordance with the law.
- Ensure the building meets technical and health requirements.
- Establish fully separated gender classrooms.
- Provide halls and arenas for specified activities.
- Fulfill necessary equipment requirements for the licensed activity.
Safeguarding Religious Integrity
This move by the UAE authorities aims to safeguard the integrity of religious education and ensure that the teachings of the Quran are conveyed accurately and appropriately. By enforcing strict regulations and penalties, the UAE is committed to maintaining high standards in religious education and protecting its citizens from unqualified educators.
